The dedicated /cart page is the baseline implementation that cart drawer, cart popup, and storefront pages all share the capabilities of — if you're deciding where to place a first cart-stage offer and don't have a strong reason to prefer the drawer or a popup, the cart page is the simplest version of the same thing, with no extra layering (drawer open/close state, popup trigger conditions) to account for.
It supports the full behavior-mode range and the full storefront styling range, same as product page, minus Trigger rules — cart-stage contexts target cart contents and value instead of a viewed product.
